Position Purpose Summary
Oversees and/or manages all aspects of the project and/or multiple programs assigned to a specific country. Responsible for the development and execution of project work products to include but not limited to program timelines, budgets, reports, and other products as identified. Represent IREX inside the country or region.
Based in Amman, and under the guidance of the Deputy Chief of Party, the Senior Early Grade Quality Improvement Manager will oversee the establishment and production process of in-service curriculum development, learning materials, books and teachers guides and the alignment between pre and In-service teacher preparation. In leading Result 2, you will work with EGEA partners to leverage assessment findings, connect system actors, and integrate relevant frameworks, as appropriate, to support in delivering improvements to in-service teacher education, early grades system and policies and early grade student education.
Specific tasks for assigned role include:
Ensure that pre- and in-service course content aligns and successfully equips early grade teachers with adequate subject and pedagogical knowledge, pedagogical skills, and the ability to assess student learning, analyze and utilize data to inform instruction and decision-making, and integrate technology, including AI tools, to personalize learning and enhance educational outcomes.
Enhance the quality and alignment of early grade curricula and teaching and learning materials in Arabic, mathematics, and other subjects with universal design for learning, differentiated instruction principles, and socioemotional learning principles, and playful learning practices.
Ensuring the use and usability of teachers’ guides, textbooks, student workbooks, and supplementary materials.
Collaborate with MEL and research teams to identify insights and lessons learned to improve the design and delivery of in-service teacher training interventions.
Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by supervisor.
Task and Project Coordination/Management
Accountable for overall technical quality and impact of the project. Responsible for the contributing, creating, and guiding the work associated with key project outputs; to include, but not limited to, gathering, drafting, and creating workflow plans, budgets, internal/external reports, presentations, and other documents/deliverables as identified. Oversees the development of written communications by drafting, approving, and sending correspondence.
Specific tasks for assigned role include:
Manage the work planning process for Result 2, ensuring activities are technically sound and appropriate to meet program objectives.
Provide technical assistance and oversight of project approaches, activities, and materials aimed at expanding effective in-service instruction methods, enhance/expand diagnostic tools and assessments, early grade curriculum development, teaching and learning materials and community and parental engagement.
Lead the design, implementation, and monitoring of a Continuous Professional Development (CPD) framework for early grade teachers, incorporating micro-credentials and blended learning modalities (face-to-face, online, and hybrid formats).
Strengthen the institutional capacity of MoE and MoE directorates to lead, sustain, and scale teacher professional development initiatives independently.
Ensure integration of data systems and digital platforms that enable real-time feedback, teacher tracking, and informed instructional planning.
Coordinate closely with MoE, universities, and other key stakeholders to ensure alignment of in-service programs with national policies, frameworks (e.g., teacher professional standards, licensing systems), and strategic priorities.
Support the development and rollout of quality assurance mechanisms for in-service teacher training, ensuring effectiveness, consistency, and relevance to evolving classroom needs.
Foster school and cluster-based model within schools and school clusters by building the capacity of master teachers, principals, and supervisors to lead localized training and support systems.
Support EGEA’s Collaborating Learning and Adapting (CLA) process, maintaining a data-informed learning culture across responsible areas and fostering a team-wide commitment to monitoring, evaluation and learning.
Demonstrate and promote IREX’s values, management principles and commitment to diversity, equity and inclusion, in management and mentoring of EGEA team.
Relational Communication
In partnership with project leadership, the manager facilitates key stakeholders’ relationships in country. Under the supervision of the COP, s/he represents IREX to external stakeholders by speaking about project and practices initiatives. Regularly shares relevant information in support of organization-wide collaboration. Supports the development of written communications by drafting, approving, and sending correspondence and manages shareholder relationships with the guidance and/or approval of program management.
Specific tasks for assigned role include:
Work with the senior reporting and communications officer to create outcome-focused communication materials such as weekly success stories, newsletter articles, blogs, and/or other communication material to share our story with USAID and the broad international education community as required.
Partner Engagement / Business Development
Leads and coordinates the renewal process in regional/country of responsibility. Leads with support from new program development for the country of responsibility. Supports one or more areas of the proposal development process including but not limited to proposal strategy, writing, and/or review. Supports and coordinates country partner outreach and requested; gather market intelligence specific to regional/country of responsibility.
Specific tasks for assigned role include:
Manage project’s partners, including oversight of technical deliverables.
Build private sector partnerships to increase Teaching and Learning Materials (TLM) access and quality; harness technologies to amplify teacher and student digital resources.
Teamwork and Leadership
Ensures team can articulate how project and program work aligns with project and practices area goals and objectives. Delegates relevant work and provide clear and measurable guidance. Proactively seeks feedback from team members and uses information to make informed, relevant decisions for projects, programs, and clients. Partners with team members to co-create solutions, solve problems, and devise actions. Seeks opportunities to encourage team members, to create more efficient processes and workflows that improve overall program or project. Takes ownership of the decisions and actions. Mentors Coordinators and Specialist who direct the work of others.
Specific tasks for assigned role include:
Provide strategic and technical leadership to EGEA Result 2: Strengthened quality of early grade student education, managing staff, consortium partners and activities to identify efficiencies, maximize results, promote sustainability, and ensure that implementation is on schedule, within budget, and responsively adapting to changes and lessons learned throughout.
Work in close coordination with the Senior Early Grade Systems and Policies Manager, the Pre-service Senior Early Grade Quality Improvement Manager, and the MEL team to ensure seamless alignment between pre-service and in-service program components, the policy environment and tracking of key project indicators.
Supervise the work of team of managers, trainers, officers, and coordinators hosted in consortium partners and focused on in-service professional development, curriculum and TLM.
Manage a team of technical advisors, officers, and coordinators who will provide technical and logistical support to the program.
Skills & Experience
Experience
Bachelor’s degree in related field required, master's degree preferred.
Minimum 10 +years of progressive job experience. or a master’s degree and 9 years of experience including curriculum development, project, or publication management experience, with proven experience managing time-sensitive, simultaneous activities and multiple teams.
Demonstrated experience in building partnerships and working relationships with government institutions, high-level officials, education professionals, partners, and other stakeholders.
Experience with instructional materials publishing/production required.
Experience in a technical role related to teaching methods in early grade pre- and in-service instruction.
Experience with online training and coaching for adult learners is preferred.
Experience on donor-funded education projects is strongly preferred.
Skills
Knowledge of effective instructional strategies in pre- and in-service, including formative assessment, differentiated instruction, and instructional strategies for individuals with disabilities.
Ability to oversee, manage, and coordinate all aspects of curriculum development process, production of teaching and learning methods, quality assurance, and process reporting.
Demonstrated effective interpersonal skills, creative problem-solving, and ethical management skills.
Detail-oriented with ability to multitask and adjust priorities in a fast-paced working environment to adhere to strict deadlines.
Must possess the technical, managerial and communication skills to assume all related responsibilities of the COP position on a full-time basis if needed.
Effective oral and written communication credentials.
Very good command of English Language and Arabic is required.
Strong representational and organizational skills.
Must demonstrate valid proof of unrestricted authorization to work in Jordan.
