The primary goal of ECSE is to provide individualized, developmentally appropriate instruction and services that promote learning, communication, social-emotional development, physical growth, and independence during the critical early years of life.Services are guided by the Individuals with Disabilities Education Act (IDEA) and are typically provided through an Individualized Family Service Plan (IFSP) for children under age three, and an Individualized Education Program (IEP) for children ages three to five.
