CLASS TITLE: Resource Teacher, School Support Team (SST) and Section 504 ( grant funded )
REPORTS TO: Supervisor, Student Support Team (SST) and Section 504
SUMMARY: Provides leadership, guidance, and support to schools related to the fidelity of implementation of the Student Support Team (SST) process and compliance with Section 504. This includes providing professional learning, collaborative coaching, and problem-solving to SST chairpersons and other school-based staff related to compliance procedures and trends in various data to enhance the team’s capacity to meet the needs of students within the general education environment and eliminate inappropriate referrals to special education. The prereferral, SST process involves a multi-disciplinary, problem-solving approach that utilizes data to identify goals and select interventions matched to students’ strengths and needs to foster student success.
This is a grant funded position, contingent upon annual renewal. As such, you will be required to sign an acknowledgement form with the understanding that if the grant is not funded beyond the current year, you will be reassigned to a position based upon the stipulations within the appropriate Master Agreement that is in effect at the time of the reassignment.
EXAMPLES OF DUTIES:
Supports the Supervisor and Facilitator of SST and 504 in the communication and implementation of initiatives as related to the pre-referral SST process and Section 504 for students in the general education setting to support identified goals within the comprehensive coordinated early intervening services (CCEIS) plan.
Collaborates with school-based SST chairs in providing school teams, families, and stakeholders with professional learning and direct assistance as related to SST and Section 504.
Provides a continuum of assistance inclusive of consultation, problem-solving and professional learning for members of the student support services team for planning for general education students, utilizing the pre-referral SST process, to reinforce data-informed decision-making, and development and monitoring of measurable student plans.
Supports school-based teams in compiling and analyzing data that provides information related to the efficient and effective use of the SST process and Section 504 resources to identify and reduce barriers and develop and monitor equitable screening and teaming practices as aligned with the comprehensive coordinated early intervening services (CCEIS) plan.
Maintains timely documentation of the provision of collaborative coaching, problem-solving, and progress monitoring support to SST chairpersons and other team members.
Attends countywide SST chair training and other professional development as required by the Office of Student Support Services.
Participates in system-wide workgroups related to SST and Section 504 that serve as a potential driver of system-wide solutions.
Participates as a collaborator with the Department of Social Emotional Support, Department of Special Education, and Department of Equity and Cultural Proficiency as related to CCEIS implementation and the provision of student services.

MINIMUM QUALIFICATIONS:
Education, Training and Experience: Graduation from an accredited college or university with a master’s degree.
Three years successful teaching experience.
Minimum of five years’ experience serving in a leadership role related to SST and Section 504, including the provision of professional learning, coaching and problem-solving support for school-based staff and teams.
Licenses and Certificates: Possession of, or eligibility for, a Maryland Professional Certificate.
An Advanced Professional Certificate is preferred.
Must hold and maintain a valid class C driver’s license.
Knowledge, Skills, and Abilities: Knowledge of Section 504, IDEA, and COMAR as related to the SST process.
Knowledge of the continuum of services for students and staff within a multi-tiered system of supports (MTSS) framework.
Knowledge and skill in developing and monitoring general education plans that are specific and actionable (i.e., SST Plans, 504 Plans, and BIPs).
Knowledge of and skill in conducting Section 504 evaluations, functional behavior assessments, etc.
Knowledge of and skill in data analysis.
Knowledge of and skill in working with adult learners and coaching around systems change.
Exceptional planning and organizational skills.
Demonstration of outstanding interpersonal, oral, and written communications skills.
Demonstration of strong leadership and human relations skills.
Knowledge of and skill in the use of database, internet, spreadsheet, word processing, and related applications.
PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class is generally performed both in school and office environments. Travel to schools throughout Baltimore County is required. Work includes the operation of office equipment, computers, and assistive technology devices. Limited physical activities may be required. Work schedules may include nights and weekends and will require occasional work beyond the normally scheduled hours.
